As a result of the passing of Delaware Code Title 14 Chap. 4, Delaware students may attend the public school of their “choice” if capacity exists between districts and within districts. Students are able to “choose” among all public schools in Delaware.
Since so many of Delaware’s schools are already operating over capacity, parents don’t really have much of a “Choice”. Low income parents have even less of a choice with the transportation restrictions. So IF they make the lottery and are fortune enough to be chosen, they still have to get their children to the school of their choice since transportation is not provided by the school district.
